Questions on getting a parakeet?
What are all the things I need for a parakeet?

I would get a larger cage so your bird will have plenty of room to fly around in without bumping into toys and perches. I would get a cage big enough for at least three perches, but a couple of them could double as toys. My smallest birdcage had three perches, a swing and a toy that could be a perch, too.
I'm not sure what "bird spray/conditioner" is exactly. If you don't think your bird should eat it, don't get it because anything that they get on their feathers will be ingested. Just don't do it--a healthy diet without too much seed, plenty of fresh fruits and vegetables and a balanced pelleted diet and some sunlight every day will be enough to make their feathers bright and pretty.
As far as the happy huts--I had one who loved it--she got her toe caught in the links once, though and was very stressed by the time I got her loose. I modified the way it hangs to keep her from getting caught in it.
As far as bird cage cleaner, I've never used anything but soap and water. I've never seen the need for anything else. Just always rinse thoroughly.

Which Toys Are Safe for Birds?
A lot of people don’t consider the safety aspect of the toys they give their birds. It looks like fun, so they buy it. Unfortunately, these toys may break or if eaten, cause blockage in your bird. There are a lot of safe toys for birds on the market. It should say right on the package that the product is proven safe, and will even come with a guarantee.
Toys are an important part of your bird’s life because presumably, they will spend most of their time in their cage. It is not a good idea to leave your birds unattended as they may get into danger or hurt themselves while exploring. If you do allow your bird to fly free in your home, make sure that all chemicals and metals are inaccessible. Also put stickers or cling-ons on windows and mirrors.
Safe toys for birds vary in size and function. Obviously you want to buy a toy that is appropriate to the size of your bird. Make sure that it is large enough where they can’t get it stuck in their beak or swallow it. A good rule of thumb is to not buy toys any larger than one-fourth the size of your bird. They won’t be small enough to swallow, or large enough to cause injury to your bird.
Also check the packaging to make sure that any toys are dyed with natural ingredients like vegetable dye. Many chemicals are extremely toxic to birds, even in small quantities. Dye free toys are safe for all birds.
Lastly, make sure the toy is secure. As you probably already know, your bird will hang on the new toy, swing from it and who knows what else! Make sure that the toy is sturdy enough to support your bird’s weight should he choose to use it as a trapeze. It should hook securely to the side of the cage and provide little to no opportunity to be chewed or broken off. There are special clips you can purchase as well to secure toys to your birds cage.
